The Udi Barzily Law Firm deals with the various tax laws:
Real Estate Taxation: Udi Barzily served as Deputy Head of Real Estate Taxation, and also as Chairman of the Rabinovitch Committee, which dealt with special arrangements for real estate. The Firm has intensive involvement in real estate taxation, and handles all taxation aspects complex real estate transactions, property exchanges, evictions, evacuation-reconstruction projects, combination transactions, purchase groups, land sales tax, and land betterment ta, and transactions in agricultural and involving the Israel Land Authority.
International Taxation: counsel for ventures in Israel and worldwide, professional opinions regarding treaties for the prevention of double taxation, advice on international holding structures, collaborations with a wide range of associate offices in Israel and worldwide.
New Immigrants and Returning Residents: another area that the Firm specializes in is legal counsel for returning residents, concerning the tax aspects of their residency change and considering the tax law reform regarding tax benefits and tax relief for new immigrants and returning residents. (Amendment 168 to the Income Tax Ordinance).
Trusts and the Representation of Trustees and Beneficiaries: following a new arrangement, which was adopted in 2006, and since many issues are still unregulated in the field, the Firm has taken legal action to correct the issue.
Representation of Public Companies and Support for Public Offerings: the Firm represents public companies in providing opinions attached to prospectuses. The Firm also represents real estate investment trusts operating in Israel, and under this canopy, the Firm was involved in both legislative and implementation procedures.
Individual Taxation and Corporate taxation: income tax, capital markets, Value Added Tax, international taxation, double taxation treaties, capital gains tax, structural changes – mergers, divestitures and acquisitions, employee stock options plans, Investment Center issues. The Firm also prepares written professional opinions, counsel and representation vis-à-vis the tax authorities, representation at courts and judicial instances, and litigation on various taxation matters. The Firm has an established reputation, based on proven successes and principled precedents on various taxation issues.
Criminal Investigations: income Tax, Value Added Tax, and customs. The Firm has experience in all matters related to working with tax investigations, with full counsel during the critical stage of opening an investigation.
The Professional Team
The Firm has eight attorneys, all with a background in taxation and/or accounting.

Udi Barzily, Attorney (C.P.A.) – holds an LL.M (Honors) and is a licensed Certified Public Accountant. For over ten years, Attorney Barzily held many positions at the Income Tax Authority, the most notable of which: Deputy Head of Real Estate Taxation (1996-2000), Head of Land Betterment Taxation (1996-1999) and Legal Counsel of the Income Tax Authority (1999-2000). Attorney Barzily was, several times, a candidate for the position of Head of the Income Tax Authority. In 2000 Attorney Barzily left the public service and entered the private market. After one year as a partner at Meitar, Liquornik, and Geva, Law Offices, he opened his firm. Attorney Barzily is a member of public committees dealing with taxation, took part in two Rabinovitch Committees, chaired the Subcommittee on Special Arrangements in Real Estate, and also served as Chair of the Subcommittee on International Taxation and Tax Reduction in the State of Israel, and took part in the preparation of the draft bill for negative income tax, tax legislation regarding new immigrants and returning residents. He was also a member of the M.I. Assets Committee, which discussed privatizing Bank Leumi and Discount Bank as well as chairing the Toto Public Committee.
Maya Nitka, Attorney – holds an LL.B. from Ramat Gan’s Academic Center for Law and Business and an M.B.A in Business Administration from the Open University. In 2010, she was appointed supervisor of Income Tax’s Real Estate – Center office and in 2014 was promoted to Coordinator. In her professional capacity, she dealt with all issues relating to Real Estate Taxation Law, and especially TAMA 38 and evacuation-reconstruction projects. She represented the State in appeals before the District and the Supreme Court. She has lectured at various professional forums and law offices on issues related to Real Estate Taxation Law. Maya served in senior positions at the Real Estate Taxation Center, and in 2017 left the public sector for the private market.
Karin Zuckerman, Attorney – holds an LL.B. from Ramat Gan’s Academic Center for Law and Business. She is also Coordinator of the Property Tax Reform Commission, has written many economic and professional journal articles, and has practiced law at the Firm from 2007.
Ofer Rachmany, Attorney – B.A. in Arabic Language and Literature, Bar-Ilan University, B.A. in Political Science, Bar-Ilan University. LL.B. (1997), Tel Aviv University, LL.M. in International Taxation, the Center for International Taxation – Leiden, the Netherlands. Attorney Rachmany previously worked at leading accounting and law firms in international taxation, in Israel and the Netherlands, and also has invaluable experience in criminal law and investigations.
