holds an LL.M (Honors) and is a licensed Certified Public Accountant. For over ten years, Attorney Barzily held many positions at the Income Tax Authority, the most notable of which: Deputy Head of Real Estate Taxation (1996-2000), Head of Land Betterment Taxation (1996-1999) and Legal Counsel of the Income Tax Authority (1999-2000). Attorney Barzily was, several times, a candidate for the position of Head of the Income Tax Authority. In 2000 Attorney Barzily left the public service and entered the private market. After one year as a partner at Meitar, Liquornik, and Geva, Law Offices, he opened his firm. Attorney Barzily is a member of public committees dealing with taxation, took part in two Rabinovitch Committees, chaired the Subcommittee on Special Arrangements in Real Estate, and also served as Chair of the Subcommittee on International Taxation and Tax Reduction in the State of Israel, and took part in the preparation of the draft bill for negative income tax, tax legislation regarding new immigrants and returning residents. He was also a member of the M.I. Assets Committee, which discussed privatizing Bank Leumi and Discount Bank as well as chairing the Toto Public Committee.
