Ofek-Sheli is a leading real estate entrepreneurship and implementation company with a rich experience of 23 years. Ofek-Sheli is considered one of the leading companies in the industry and is renowned for its meticulous construction quality, the highest finish levels in its sector, unique and varied specifications, and extremely spacious apartments. Ofek-Sheli was founded in 2000 as an execution company for various entrepreneurs in the field of residential, commercial, and office construction. Over time, Ofek-Sheli has also branched into the internal development, evacuation-reconstruction, and urban renewal sectors.

In November 2022, Ofek Sheli floated a NIS 85 million bond issuance on the Tel Aviv Exchange.

Business Lines and Primary Customers
Ofek-Sheli is active in entrepreneurship and implementation for residential, business, and office projects.
Residential Construction: The Company has undertaken projects for the construction of thousands of residential units all over the country for the largest companies in the industry as well as self-initiated projects.
Commercial and Office Projects Construction: the Company has many years of experience in the construction of complex projects for the private and public sectors, including government institutions, local authorities, and other entities from the third sector. Among its various projects – the Company built the Oshiland Mall and Oshira A and B office complexes in Kfar Sava for Oshira (part of the Sami Katsav Group), residential projects for various Police and Ministry of Defense Non-Profit Organizations; projects for Amigor and the Jewish Agency, a sheltered zone project in the Gaza District settlements (security room projects (“Mamad”) in Sderot and in the Gaza District Kibbutzim), the “Cinema City” project in Be’er Sheva as well as kindergartens, schools, community centers, learning centers, banks and synagogues throughout Israel. The Company has earned a reputation thanks to its skills, to its adherence to complex engineering goals, and challenging schedules. During 2021-2023, the Company delivered two office and commercial complexes to the Ofer Aharon and Y. D. Barazani developers. The complexes included boutique buildings and an underground parking lot in Mevasseret Zion’s “Magrasa Complex.” The Company also completed the construction of a waste sorting plant at the Dudaim Site for the B’nei Shimon Local Council and also completed a residential and commercial project in Ashdod for the Gani Tal Partnership, which offers 146 residential units, commercial and employment space and an underground parking lot.

Following is a List of Projects that the Company is Involved in Today – Both as Lead Contractor and as Entrepreneur:
Projects as Lead Contractor: a project for the construction of an office building for Oshira in Kfar Saba; a residential project in Kiryat HaSharon, the construction of 64 residential units, and ground floor commercial space for a purchasing group in Netanya; the Mekor Haim residential project, in Jerusalem, for Mekor Haim Real Estate Ltd., which will offer 52 residential units; a residential project for the IDF’s Administrative Directorate – the “Neot HaPrachim” Non-Profit Organization, in Or Akiva – a project which offer 136 detached units; the Top View residential project, in Beit Shemesh – involving the construction of 358 residential units for A.S. Yagal Enterprises and Construction Ltd.; a 45,000 square meter office project in Be’er Sheva for Mishkan and Building Porat S.G.I.A. Ltd.; a residential project in Mevasseret Zion for Mitzpe Harel Ltd., – the project will offer 186 residential units, a residential project in Mevasseret Zion for Mitzpe Mevasseret Ltd., – the project will offer 173 residential units; a residential project for the IDF Administrative Directorate – the “Neot Metaim” Non-Profit Organization, in Tel Mond, a project which will offer 66 detached units; a project for commercial and office use for JTLV, a developer, in Beit Shemesh.
Projects as Entrepreneur: Ofek-Sheli Construction and Development Ltd.: a residential project in Carmit (Mitar) – construction of 23 detached units. The project is under construction; the Mitzpe Ramon residential project – construction of 76 residential units, with detached and saturated construction; “Hamitnahalim” in Ashkelon – an integrated “Price per Resident” project involving a total of 40 residential units, of which 28 units are designated for the “Price per Resident” project and 12 units for the open market; a residential and commercial project in Ofakim–involving the construction of 46 residential units, 39 of which are designated for the “Price per Resident” project and 7 units for the open market, as well as 12,000 square meters of commercial space; and a residential project in Arad for 63 residential units.
Ofek Sheli Yezamot: the Carmit (Mitar) residential project – construction of 11 detached units; the 9 Tzel Givah Ramat Gan residential project — construction of 11 residential units; a residential project on Hula Street in Ramat Gan – construction of 82 residential units (100% of the project has been sold); construction of 129 residential units and 1,350 square meters of commercial space in Ashdod’s main business district, the SHIR TOWER residential project in Netivot – an integrated project within the framework of the “Price per Resident” project, with 48 residential units and 119 units for the open market (now under construction); a residential project on Sderot Ha’yeled in Ramat Gan -111 open market residential units, 150 square meters of commercial space and 260 square meters for conservation; the 1 Tzel Givah residential project in Ramat Gan – construction of 11 residential units and 75 square meters for commercial purposes; the Orvot Ha’Baron residential project in Rishon LeZion – construction of 84 residential units and 450 square meters for commercial purposes; the Yoseftal, Bat Yam residential and commercial project – construction of 120 residential units, 1,300 square meters of commercial space and 4,000 square meters of employment space; the Sokolov Herzliya residential and commercial project – construction of 48 residential units and 320 square meters of commercial space; a residential project in Dimona – an integrated project within the “Price per Resident” project offering 342 residential units, half of which are intended for sale under the “Price per Resident” project and half are for the open market; a project in Rehovot, intended for sheltered housing, the Company is applying for a change in the zoning for residential and commercial purpose, the Rothschild Project in Be’er Sheva – the project will offer 260 residential units; a project in Beit Shemesh (the Company owns 50% of the rights in the project) which is currently designated for residential and commercial use and the Company is applying for a change in the zoning for 126 residential units and 3,000 square meters of commercial space, in Lod (the Company owns 67% of the rights in the project)–a 90 residential unit project, a residential and commercial project on Ariel Sharon Street in Kiryat Ono for 70 residential units and 1,200 square meters of commercial space..
Ofek Sheli Premium: the “Jewish Brigade” Herzliya residential project, with 36 residential units intended for the open market.

Projects in a 50% partnership with IBSD Property Management Ltd.: a residential project in Beit Shemesh’s Neve Shamir – a “Price per Resident” (50%) and the open market (50%) project, for the construction of 358 residential units, the project is now under construction and 100% of the project has been sold; a residential project in Ness Ziona for 28 detached units; The Etzbaot Ramot District in Be’er Sheva–an integrated “Price per Resident” project–Phase A – involving the construction of 220 residential units, with 102 units designated for the “Price per Resident” project and 118 units designated for the open market, Phase B–for the construction of 316 residential units of which 190 units are designated for the “Price per Resident” project and 126 units are designated for the open market; a residential project in Kiryat Ono with 123 residential units and 2,400 square meters of commercial space; the Neve Or residential project in Be’er Sheva involving the construction of 396 residential units; a project in Petah Tikva involving 30 residential units (the partnership is applying for a change in the municipal building plan); a project in Bat Yam’s Hayam Park for 206 residential units (now in the process of obtaining the building permit).
