Accompanying planning procedures (advancement of municipal building plans) – The Firm’s team specializes in accompanying plans, for the purpose of improving properties and promoting projects of all types and at all levels, including complex urban renewal plans, along the complicated path of preparing a plan until its approval by the planning authorities, including accompanying the preparation of plan documents and assistance in their drafting; representation in objection procedures; in discussions at the local, district and national planning authorities; and at all judicial instances, as part of the land improvement procedure. The Firm also handles sale and combination transactions to realize the improvement by the landowner.
Representation of private opponents and resident groups – the right to object to plans, easements, and extraordinary use is the public’s opportunity to express its position in relation to commissioned plans and requests for permits deviating from the binding plans, and those who wish to take advantage of this right promptly and in the best professional way. The Firm has significant experience managing objection procedures by private individuals and resident groups, who organize themselves for a joint struggle in plans with broad implications, affecting the quality of life and property values. For example, objections to a comprehensive outline plan, national outline plans, and a national infrastructure plan, metro plans, district outline plans, all up to specific plans.
Legal counsel regarding building licensing procedures, building permits, easements, and exceptional use, both by permit applicants and by opponents – the Firm provides legal support for licensing procedures, starting from the stage of receiving the information from the local committee, through preparing the permit application; preparation of legal opinions and representation in objections; representation in appeals before the Planning and Construction Appeals Committees, the Appeals Subcommittee of the National Council, and other relevant planning institutions; and administrative petitions. Counsel is also provided for construction/use without a permit in criminal and administrative proceedings.
Real estate transactions, urban renewal and TAMA 38 projects. – the Firm represents many clients in real estate transactions and urban renewal projects (TAMA 38 and Evacuation-Reconstruc1tion), both in the contractual-legal aspect and in planning and licensing procedures. The Firm counsels for evacuation-reconstruction, TAMA 38, and urban renewal projects, starting from the phase of signing the land rights holders, through representation at the planning institutions in the plan approval procedures, up to the approval of plans and the execution of the project. The Firm’s team also provides close support to tenants and representatives of homes and neighborhoods who wish to begin a TAMA 38, evacuation-reconstruction, or urban renewal project. The support includes locating a developer, conducting negotiations on behalf of the tenants and relevant communications, and accompanying the tenants until they receive the new apartment.
Improvement levies – handling the improvement levy involves legal representation and appraiser representation. The legal aspect is essential even from formulating the plan or the concessions for which the improvement levy is subsequently imposed. The Firm is well-versed in representing complex improvement levy cases and represents private taxpayers as well as companies and entrepreneurs in proceedings before a decisive appraiser, appeal committees, and the courts. The Firm recommends the right course of litigation (deciding appraiser or appeal), advises regarding the various exemption clauses, and represents, in conjunction with the real estate appraiser, at all procedures. Among other things, the Firm handles many conservation cases, improvement levy cases in Tel Aviv District plans, complex issues of improvement levies in rental housing projects and price per tenant, and various other complex issues.
Representation in compensation claims for expropriations and loss of value – improvement levies, are procedures that require legal support in addition to the appraiser’s counsel. The Firm represents before crucial appraisers, appeal committees and courts in these areas. The Firm represents many building owners in large compensation claims for loss of value because of the preservation plan in Tel Aviv and many clients in complex improvement levy cases.

Anat Biran is one of the leading and prominent lawyers in Israel in the field of planning and construction and real estate law. In 1988, she qualified as a lawyer and since then, has held a series of positions that have given her extensive professional experience and knowledge in the field of planning and construction and real estate.
In 1996, Anat Biran was appointed the first Chair of the Tel Aviv District’s Planning and Construction Appeals Committee.
Anat Biran served in this position for 7 years, during which she designed and formulated the nature of the appeal committee and its work processes and wrote decisions in thousands of cases. In 2003, she joined as a senior partner the firm of Yegnes, Toister, Biran & Co., from which she left after 6 years, to open her own independent firm. The variety of positions that Anat Biran has held in the private and public sector have afforded her rich experience in managing cases and accompanying planning procedures. Anat Biran has a broad, thorough and in-depth knowledge of the world of real estate and its legal, economic and planning aspects, which is reflected in the Firm’s work.
Since graduating with Academic Distinction, Anat Biran has filled several positions, including in 1988-1995 as external legal counsel for the Hod Ha’Sharon Municipality and the “Hadarim” Local Planning and Construction Committee; Legal Counsel on behalf of the Minister of the Interior regarding acoustic protection under TAMA 2/4; contact party on behalf of the Israel Bar Association regarding TAMA 38 issues at the Steering Committee. Today, Adv. Biran serves as Co-Chair on the Presidium of the Planning and Construction Committee.
Anat Biran regularly lectures at courses and professional training seminars held by the Israel Bar Association, the Israel Appraisers Association, the Institute for Training Judges, Lahav, Herzliya’s Interdisciplinary Center, MPAM, The Israel Construction Center, as well as at various governmental and commercial institutions.
